Los Angeles, July 16, 1940
Despite the shock experienced by the Lithuanian diplomatic service on June 15, 1940, J. J. Bielskis understood earlier than some of his colleagues what fate awaited Lithuania. In a letter to Envoy P. Žadeikis dated July 16, 1940, J. J. Bielskis considered the upcoming elections to the so-called People's Seimas and the formation of a new government in Lithuania to be illegitimate (protest telegrams from Lithuanian envoys were only sent after the elections!). Certain that the Soviets would soon attempt to take over Lithuania’s diplomatic and consular missions, he proposed not complying with Soviet demands. He urged Lithuanian Americans to send protest telegrams to the U.S. Department of State, opposing the occupation of Lithuania. As stated in his July 16 report to the Envoy in Washington, J. J. Bielskis presented several rational proposals on how Lithuanian Americans could support Lithuania in its time of crisis.
